Will they ever be able to match the likes of MANCHESTER untd, CHELSEA fc and Arsenal?, or is their club owner going to leave them will amounting player wages if or when he leaves in a couple of years time as they currently are not making enough revenue to pay for all their costs.

In my opinion, yes they can reach the likes of United and Chelsea. People are saying that all this money alone can't make a title challenging team but it did for Chelsea. As long as the Arabs stick around, I see a Premiership trophy for Manchester City within the next 5 years. Either that, or a new Leeds United.

I think Kaka turning down that offer was a sign of things to come that players arn't just going to roll-over anymore for money.

Maybe so, but they've already got a pretty strong team. Given is a reliable keeper. Robinho is obviously an extremely talented striker. They have a solid defence in Bridge, Kompany, Richards and Dunne. Elano, De Jong and Wright Phillips in midfield. Its only a matter of time before the big names start coming.
